WHEDA Names Jillian Wielgat as New Housing Tax Credit Program Manager
October 22, 2026

MADISON, Wisc. — The Wisconsin Housing and Economic Development Authority (WHEDA) is pleased to announce Jillian Wielgat as the new Housing Tax Credit Program Manager. With nearly twenty years of experience in affordable housing administration and compliance, Wielgat brings extensive knowledge of Housing Tax Credits and Federal housing programs to her new role.
As Housing Tax Credit Program Manager, Wielgat will oversee all aspects of WHEDA’s State and Federal Low-Income Housing Tax Credit (LIHTC) Program, including management of the Qualified Allocation Plan (QAP) and administration of the competitive application and scoring process that helps determine how Housing Tax Credits are awarded across Wisconsin.
Wielgat joined WHEDA in 2019 and most recently served as Manager of Portfolio Monitoring on the Multifamily Compliance team. In this role, she provided technical assistance and supervised a team supporting tax credit, HUD, and WHEDA financing programs. Among her accomplishments, she helped secure $8 million in renewable rental assistance through the Fiscal Year 2023 Section 811 Project Rental Assistance (PRA) Program, expanding Wisconsin’s program that provides vital housing support to low-income adults with disabilities.
“Jillian is one of our very best examples of how leaders at WHEDA work with extraordinary technical competence and a passion for service,” said Elmer Moore Jr., CEO & Executive Director at WHEDA. “She sees the big picture and has the unique understanding of how decisions made during the allocation process impact properties and residents long after development. She’ll continue to be an excellent steward of our mission and an asset to our tax credit program.”
Before joining WHEDA, Wielgat held several positions at the Housing Authority of Racine County, including Family Self-Sufficiency Coordinator and Public Housing Coordinator. She holds a Master of Science in Administration-Public Administration from Central Michigan University and a Bachelor of Arts in Social Work from Carthage College.
“I am grateful for my time working with the incredibly talented WHEDA Multifamily Compliance team, and I’m very excited to take on this new challenge,” said Wielgat. “I look forward to bringing what I’ve learned upstream in the development process and leading the Housing Tax Credit Program to create more affordable housing opportunities that meet the needs of Wisconsin communities.”
