October 09, 2026
MADISON, Wisc. – The Wisconsin Housing and Economic Development Authority (WHEDA) is proud to share that WHEDA CEO & Executive Director Elmer Moore, Jr. was recognized with the Legacy of Home Award during Housing Resource, Inc.’s (HRI) 35th Anniversary Gala. The “Built to Last: 35 Years of Housing, Hope, and Legacy” gala was held at the Harley-Davidson Museum Garage in Milwaukee on Friday, September 25, 2026, and celebrated 35 years of helping individuals and families achieve housing stability, financial wellness, and homeownership opportunities.
The Legacy of Home Award was created to acknowledge extraordinary leaders whose vision, service, commitment, and contributions have transformed the landscape of housing and community development while inspiring others to invest in stronger communities. The organization named five remarkable individuals whose leadership has strengthened communities and expanded opportunities for families throughout Wisconsin.
Moore was recognized for his leadership and commitment to expanding access to affordable housing and homeownership opportunities across Wisconsin. Since Moore was appointed to his role by Governor Tony Evers in 2022, WHEDA has invested in more than 15,000 housing units and is administering a record $525 million in state funding to expand affordable housing choices. In 2024, the Authority achieved a 52-year record high for WHEDA first-time homebuyer mortgages to help more than 2,600 individuals and families realize the dream of homeownership.
“I'm honored to receive the Legacy Award from Housing Resources, Inc.,” said Moore. “It acknowledges the exceptional work of the entire WHEDA staff who understand that we have promises to keep in order to achieve our mission. It takes strong partnerships and a commitment to ensuring communities and people have the opportunity to thrive. I’m grateful to Housing Resources for this honor and for the work they do for families across Wisconsin.”
On behalf of Governor Tony Evers, WHEDA Board Member and Wisconsin State Representative Kalan Haywood presented HRI with a gubernatorial proclamation recognizing the organization’s longstanding commitment to helping Wisconsin residents build brighter futures through housing and homeownership opportunities.
