How RCRS Works
You must first sign up to access our secure eWHEDA Services site. This lets you:
- determine who will have access to your application.
- return to your application at any time.
You can manually complete your Unit Status Report directly within the RCRS system by:
- entering unit events as they occur since the system is updated immediately,
- utilizing online instructions, tips, and links, and
- sending notification to WHEDA that the report has been updated.
You can also upload a file of events within the RCRS system by:
- choosing Submit a Unit Status Report to submit a file,
- selecting the correct file to be uploaded,
- sending notification to WHEDA that the report has been updated.
The reporting process is not complete until you notify WHEDA. RCRS will not allow for entry of retro events once you have completed your submission to WHEDA.

Getting Started: It's Easy
Go to Signup for eWHEDA Services. This link is also found in the sidebar on all Multifamily pages within this web site.
Click on the Delegated Administrator's Agreement for the Low-Income Housing Tax Rental Compliance Reporting System
Complete and fax the form to WHEDA at 608.261.5928.
Your Delegated Administrator will then receive an e-mail with instructions for activating your organization's account.
Once the account is activated, you may begin entering reporting data.
