Frequently Asked Questions LIHTC OnLine Application System (LOLA)
The LIHTC OnLine Application (LOLA) allows housing developers to electronically submit competitive and noncompetitive Low-Income Housing Tax Credit applications to WHEDA online via eWHEDA services on our web site. How can I access the LOLA system? LOLA can be accessed through eWHEDA Services, a secure area site for all of our partners. You need to complete and submit a Delegated Administrator (DA) Agreement to WHEDA. Once WHEDA receives the completed agreement, you will get a confirmation e-mail indicating that your account has been activated. You must set up your account within three (3) calendar days after receiving the confirmation e-mail. This confirmation will also include instructions for creating user accounts for additional persons within your organization. What are the system requirements needed to use LOLA? To use LOLA, you must have Internet Explorer 5.5 or later. Please go to the Microsoft web site for more information on system requirements. Why do I get a "runtime" error when I click on field tips and section instructions? This error can occur if you are running popup blocking software on your computer. Temporarily disabling this software should eliminate the error. Please refer to help instructions for your popup blocking software for information on how to disable it. Can I save my work and return at a later time? Yes, LOLA will save your work so you can return to the application at a later time. However, the application will "timeout" after 20 minutes of inactivity. I received a tax credit allocation prior to 2005. Will I use LOLA to submit my final (placed-in-service) application for these developments? No. Only initial applications submitted in 2005 and thereafter will use the LOLA system. You will submit your final application for 2003 and 2004 developments in paper format. I began work on an application, but didn't submit it before the deadline. What happens to that application? At the conclusion of the application cycle, WHEDA reserves the right to delete unsubmitted applications from the LOLA system. What is a Delegated Administrator? A Delegated Administrator (DA) manages the users for a specific organization. For example, a DA can (a) add employees to an organization's list of users for an application, or (b) create a new tax credit application and give one or more of an organization's employees access to that application. Twice per year, the DA receives a list of all the users for his/her organization and is asked to verify or, if necessary, delete inactive user accounts. I'm a Delegated Administrator. Can more than one person at my organization work on a single tax credit application? Yes, your organization's Delegated Administrator can provide access to an application to one or more persons within your organization. Who do I contact if I have questions? Near the top of LOLA's online screens, you will find General Help and Instructions, along with instructions for each section of the application. Throughout the application, you will also find tips that will help you answer specific application questions.
