General Questions The Rental Compliance Reporting System (RCRS) allows owner/agents to electronically submit unit event history to WHEDA® online via services on our web site. How can I access the RCRS system? RCRS can be accessed through eWHEDA Services, a secure area for all of our partners. You need to complete and submit a Delegated Administrator (DA) Agreement to WHEDA. Once WHEDA receives the completed agreement, you will get a confirmation e-mail indicating that your account has been activated. You must set up your account within three (3) calendar days after receiving the confirmation e-mail. This confirmation will also include instructions for creating user accounts for additional persons within your organization. What are the system requirements needed to use RCRS? To use RCRS, you must have Internet Explorer 6.0 or later. Please go to the Microsoft web site for more information on system requirements. NOTE: Users with an America Online (AOL) internet connection may experience problems accessing WHEDA's secure site because AOL adds extra levels of security in their browser. Often, this will block legitmate secure sites. The best solution is to use Internet Explorer (IE) instead of the AOL browser when connecting to WHEDA sites. You may do this by:
What is a Delegated Administrator? A Delegated Administrator (DA) manages the users for a specific organization. For example, a DA can add employees to an organization's list of RCRS users. I'm a Delegated Administrator. How do I manage users for my organization? Once you have created your user account:
Who do I contact if I have questions? The Rental Compliance Reporting System (RCRS) relies on a central administrative contact within each company to create and assign user accounts. If you have a question about your user account, please contact your Delegated Administrator. If you have a question about unit event reporting, please contact your WHEDA Program Specialist or Asset Manager. If you are experiencing problems with your eWHEDA login or the RCRS System, please contact eWHEDA services at 1.800.334.6873 during normal business hours (8:00 a.m. - 5 p.m. M - F) or send an e-mail message to info@wheda.com. Your inquiry will be answered by a Multifamily Housing Representative. System Questions Do I have to enter all of the events at once? No, you may enter/edit events for the current reporting period until WHEDA has been notified that entry of events has been completed for that time period. The last report period completed date can be found on the project list screen. How are Unit Status Reports submitted? There are three different ways to submit unit status reports. I am receiving an error stating the Assistance Type is not valid. What does this mean? The assistance types should be listed as follows:
P = Section 8 Project Based Assistance V = Section 8 Vouchers R = FmHA Rental Assistance H = Department of Housing O = Other I am receiving an error that the Household Type is missing. What does this mean? The Household type is a required field and must be entered for all households. The following is a list of codes that should be used:
F = Family PD = Persons with Physical Disabilities MD = Persons with Mental or Developmental Disabilities FE = Frail Elderly persons H = Homeless individuals or families I am receiving an error that the 'BIN' element has an invalid value according to its data type. What does this mean? The I in the BIN number is listed as a 1. The BIN number should always start with WI. For example: Instead of W100-000-00 it should be WI00-000-00. What are the reporting due dates for Unit Status Reports? Report period 1 - Report period 2 - Can I submit/enter an event that occurred in a previous reporting period? No, once a reporting period has been closed, previous events must be submitted to WHEDA on an AHTC Form 203. Can I edit events that occurred in a previous reporting period? No, once a reporting period has been closed, corrections to previously reported events must be submitted to WHEDA on an AHTC Form 203. How do I notify WHEDA that all events for a reporting period have been entered or I have successfully uploaded my report? Once all events have been entered and the scheduled reporting period is due click on "here" which is located on the left side of the Project Data screen to notify WHEDA that the entry of events has been completed for the time period. WHEDA will reply with an email confirming the receipt of the report.
